Unreleased AP Voucher

Allows the user to apply one unreleased upgrade to a character. Item must be attached in the add-on section in order to be used.
Upgrades must still follow their requirements.
- Babies can only get unreleased baby upgrades. All upgrades should be assumed to be adult-only unless otherwise specified.
- Species locks must be respected. RDs can be used if the upgrade allows them to be,
- Level requirement must be met.
- Any additional drawing requirements (including things like magic progress) must be met.
If the requirements make an upgrade impossible to earn, due to something like an unreleased prompt, the upgrade also cannot be applied using this voucher,
