Inspiration: Ghost Train at Thorpe Park

The way this wash is intended to work is that its appearance changes depending on the light-levels its exposed to, in high light-levels it only appears as a messy and slightly speckled dark navy/off-black to blue gradient... wheras in the dark your finley may find some pale blue phosphorescent spectres winding their ways up the wash itself!

To put it simply: Navy to blue in light, navy to blue w/ glowing ghosts in darkness!
